URBAN RESILIENCE AND THE DISASTER OCCURRENCE IN TROPICAL CLIMATES: CONCEPTS, DEFINITIONS, AND INDICATORS

Resilience is a complex, multidimensional concept that is generally observed and characterized after the occurrence of a disaster. To refine its understanding, researchers have introduced the concepts of adaptive resilience and inherent resilience, both of which remain relatively recent and challenging to define Adaptive resilience refers to the process and outcomes that occur ex-post disaster. In contrast, inherent resilience encompasses the capacity for resilience, resistance, and ex-ante recovery, serving as a foundation for strengthening urban resilience. Studies consistently highlight the association between resilience and social vulnerability indices, underscoring the need to structure urban resilience per research objectives. This study aimed to analyze these definitions and relate them to adverse events to map urban resilience at the international level, thereby contributing to disaster analysis and mitigation in tropical regions. The review also examined indicators employed in tropical contexts to assess and identify social vulnerabilities, including the relevance of the disasters most frequently discussed. The results of this analysis provide decision-makers and disaster mitigation managers with evidence to support the development of strategies that enhance resilience, particularly in tropical climates. Addressing resilience as a continuous and integrated practice contributes to both climate change adaptation and mitigation of high-impact events in these regions.
