Abstract

Due to its significant recycling potential, the concept of a circular economy (CE) for construction and demolition waste (CDW) may help address a significant environmental problem, given the large volume generated. However, circularity requires the engagement of various stakeholders, starting with legislation and recycling plants. This study analyzes CDW from the perspective of the CE in Brazilian cities - the presence of recycling plants and CDW legislation- expanding the analysis to the municipality of Porto Alegre, involving key agents - generators, inspectors, transporters, and the sale of used/recycled material. The study highlights the long-standing presence of legislation and the installation of CDW recycling plants, which are crucial for a circular economy. Over 80% of cities have CDW recycling plants and specific laws governing CDW. However,  when looking at a specific city, although some connections between stages of a circular model were observed, the CE initiatives were shown to be isolated,  operating primarily in a linear concept. The principal barriers to the CE are the lack of educational campaigns, inadequate information, limited control over transportation to its destination, and a fragmented recycling chain. These characteristics include economic, informational, political, and technological barriers.

    Possui graduação em Engenharia Civil pela Universidade do Vale do Rio dos Sinos (1995), Mestrado (1999 - Tema: incorporação de resíduos em matriz de gesso) e Doutorado (2005 - Tema: planejamento e controle de custos na construção) em Engenharia Civil pela Universidade Federal do Rio Grande do Sul. Desde 2000 é professora e pesquisadora na Universidade do Vale do Rio dos Sinos nos cursos de graduação em Engenharia Civil e Arquitetura e Urbanismo, e desde 2007 é professora permanente no Programa de Pós-Graduação em Engenharia Civil (PPGEC), níveis Mestrado Acadêmico e Doutorado. Tem experiência na área de Engenharia Civil, com ênfase nos seguintes temas: construção civil, gerenciamento de resíduos, sustentabilidade na construção. Tem atuação como coordenadora e integrante de projetos em redes nacionais e internacionais de pesquisadores via editais de pesquisa como MCTI/CNPQ/Universal, MCTI/CNPq/MCIDADES, La Red CIRES. Tem publicação em periódicos internacionais como Journal of Cleaner Production, Waste Management, Habitat International, Journal of Facilities Management, Engineering Construction and Architectural Management, Waste Management Rerearch, Arhitectural Engineering and Design Managenet, e nacionais como Mix Sustentável, Matéria Rio de janeiro, Ambiente Construído), Gestão Tecnologia de projetos, Arquiteturarevista. De 2019 a 2021 foi coordenadora do Grupo de trabalho Desenvolvimento Sustentável da ANATC (Associação Nacional de Tecnologia do Ambiente Construído (de 2021 até atualmente é vice coordenadora). De 2020 a 2021 integrou o comitê de assessoramento no Programa ''Strategic Partnerships for the Implementation of the Paris Agreement SPIPA'', coordenado pelo MME, com apoio da Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). Em 2020 foi professora visitante na University of Bath, no Reino Unido e co-orienta uma aluna de Doutorado da Universiade da Beira Interior, em Portugal. Desde 2024 é colaboradora no CMADE (Center of Materials and Building technologies), formado pelas universidades University of Beira Interior (UBI) and the University of Trás- os-Montes e Alto Douro (UTAD).
