DECISÕES ESTRATÉGICAS: UM MODELO DE APOIO À PRIORIZAÇÃO DE PROJETOS NA INFRAESTRUTURA DE TRANSPORTES BRASILEIRA

Uma infraestrutura de transporte eficiente é vital para a economia e a sociedade, mas requer recursos significativos e frequentemente tem impactos negativos. A integração da sustentabilidade na tomada de decisões para tais projetos está ganhando força, mas eles frequentemente sofrem com estouros de custos e atrasos, apesar de extensa pesquisa. Este estudo propõe um modelo de ação inovador para priorizar projetos dentro da complexa infraestrutura de transporte do Brasil, considerando viabilidade financeira, impacto socioeconômico e sustentabilidade ambiental. O modelo visa otimizar recursos e promover desenvolvimento equitativo. Seu desenvolvimento envolveu definição de objetivos, revisão de literatura, envolvimento de stakeholders, definição de critérios, desenvolvimento, validação, pilotagem e documentação de resultados. Ele abrange aspectos como priorização, alocação de recursos, mitigação de desafios, alinhamento com metas nacionais, envolvimento de stakeholders e adaptabilidade. Pontos críticos como impactos econômicos, avaliação de risco, sustentabilidade ambiental e social, inovação tecnológica, resiliência a eventos extremos e transparência também são abordados. No geral, o estudo oferece uma abordagem holística para priorizar projetos e promover desenvolvimento sustentável no setor de transporte do Brasil.
