Policiamento em tempos de globalização: a legislação antiterrorismo como plataforma para a militarização do policiamento na Argentina

Um foco especial na agenda global de securitização, impulsionada pela política antiterrorista estadunidense, expandiu os mecanismos de controle penal e encrudesceu as legislações globais sobre o tema, mesmo em países do Sul Global, onde essa não é a principal preocupação. Para ilustrar esse fenômeno, o presente trabalho se concentra no caso da Argentina, onde o governo tem dedicado uma polícia semi-militar (a Gendarmerie), para confrontar os povos indígenas e outros manifestantes sociais que lutam por seus direitos, rotulando-os como terroristas e usando o discurso e os instrumentos globais de contraterrorismo como plataforma de legitimação. Por isso, o objetivo deste artigo é explorar os impactos da pressão internacional para a aprovação de uma legislação antiterrorista no âmbito do policiamento interno argentino, através da Gendarmaria. A abordagem metodológica se baseia em uma análise qualitativa de relatórios de organizações internacionais, mídia local e internacional, leis nacionais e regulamentações administrativas, discursos de autoridades governamentais e relatórios de ONGs. A análise crítica do discurso desvenda as relações de poder subjacentes às fontes mencionadas para confrontar narrativas opostas. Por fim, conclui-se que é necessário lançar luz sobre a utilização dos discursos e da legislação antiterrorista como plataforma para a militarização do policiamento e a repressão dos manifestantes sociais, de modo que o tema, para além dos estudos sobre policiamento, também contemple o campo de investigação da criminologia dos crimes estatais-corporativos.Referências
