Abstract

This paper argues that Locke’s thought about international relations are not characterized by a state of lack of legality (unlawfull). Therefore, take as guiding the provisions of Locke on Natural Law, formation of civil society and federative power. We chose this fashion, although this position is also held by most interpreters through the explanation of the differences between the state of war and state of nature. When we analyzing the federal power on can understand that for Locke the war is limited by the civil interests of citizens as the Natural Law either.
