The Multipurpose Land Cadastre (CTM) is a strategic instrument for urban governance, as it integrates territorial information that supports taxation, planning, and municipal management. In a context of rapid urban transformations, its continuous updating represents a constant challenge for local governments. In Fortaleza, the evolution of the cadastre highlights a history of innovations, marked by the institutionalization of the CTM through the municipal georeferencing project initiated in 2009. This trajectory reflects an ongoing effort of technological modernization and alignment both with international guidelines, such as the Land Administration Domain Model (LADM), and with national regulations, such as Ordinances No. 511/2009 and No. 3,242/2022, which establish directives for CTM in Brazilian municipalities. This article aims to analyze ex officio actions as a strategy for updating and maintaining Fortaleza’s CTM, emphasizing their impact on the increase of the Urban Property Tax (IPTU) assessment and on the quality of the cadastral database. The ex officio actions represent a proactive front of municipal administration, focused on correcting and updating data based on technical evidence, geospatial analyses, and field inspections, assuming a strategic role in governance models, especially in large cities. The research analyzed data from 2020 to 2024, a period in which ex officio actions were institutionalized as an administrative routine. The results indicate a significant expansion of the cadastral database, an increase in IPTU assessments, and a greater correspondence between territorial reality and the Property Cadastre. By incorporating automated and technological practices into the cadastral updating cycle, Fortaleza advances in the practical application of the LADM and builds a more dynamic and reliable cadastral model. It is concluded that ex officio actions represent a viable, effective, and scalable strategy for the continuous maintenance of the CTM. Fortaleza’s experience can be replicated in other municipalities, respecting institutional specificities, and further studies on automation of procedures and territorial intelligence prove to be a promising path to consolidate a sustainable CTM model aligned with the demands of contemporary public administration.
